Overall, I like what I see.

I want to say that for me it doesn't matter how much of the content of a DLC you make available for those who can't afford the paid expansion. I'll support you by buying the content, because I'm fortunate enough to be able to. And I'm happy if you then can afford making a good part of your hard work available to less fortunate players around the world.

Your approach to paid vs free content is good, don't let anyone tell you otherwise.

Just a few thoughts regarding some other points here, where I feel that you missed the point of where people's criticism comes from.

I think the problem lies more in how you name stuff, not necessarily that you failed to explain yourself well.

Legends are by definition things that last. You even use legends that are well established during the game's time period. We can access some century-old legends, things which have stuck with the world for a long time. But once we touch it, we reap quick benefits and then the entire legend loses all meaning. We can't spread it anymore, we can't talk about it anymore, the benefits are burned through. All following generations have nothing left from the fact that you've proven your ancestry to ancient Rome, King Arthur or whatever.

You also noted that the rewards are perceived as sometimes too weak and sometimes too strong. You know why? Because they're circumstancial. Insta-converting two thirds of my realm to my faith is borderline OP, unless my realm is already fully of my faith, then it's useless. Instant de jure drift is borderline OP for getting free CB's/vassalization willingness, unless everything is already part of my de jure title, then it's not. If I don't want to expand, getting another free Invasion CB is useless.

The problem is that Legends don't offer many rewards outside of side-stepping cooldowns and limitations of existing mechanics. That's why bloodlines are brought up, they at least offer lasting and tangible effects (traits) for your children, their children, and the children of their children. If nothing else, collecting bloodlines was fun, you had something to do, an additional reason to marry someone. Legends? They offer no such thing.

My hope was to build legends around my dynasty, and having the dynasty benefit from it, propagating those legends over the course of centuries. You know, put meaning behind the word "legendary dynasty". My expecation was connected to you using the word "Legend", saying "leave a lasting mark on the world". It certainly wasn't "get free CBs, faster de jure drift and a building in a location you can't choose".

If you follow the recent legitimacy discussion, it's the same thing. You misnamed "perceived ruler quality" to "legitimacy". Legitimacy describes the legality of you succeeding to and subsequently holding a certain title, not if people think you're a good ruler. Misnaming things causes expectations, not fulfilling expectations causes disappointment.

In the spirit of what you said, that you want to explain things better, I simply have to ask:

Do I understand you correctly that the Estates are only available to characters inside of the Byzantine Empire?

Do I also understand you correctly that Estates aren't private assets you own around the map, but are only one single off-map pseudo-holding for the house head alone? Kind of like it worked for republics in CK2? That estates don't work like the private assets in Imperator for example, where each person could hold one or several assets?

Anyway, I really look forward to the future DevDiaries, now that the big expansion comes into focus. RtP is what I was waiting for since the game released!!

Good point about naming - it's hard to find the perfect name, but we could do more tests to see what expectations our chosen names evoke before deciding on them.

Estates are per house head in Administrative Realms, and have a location on the map (so, not off map) that can be moved, I am not familiar with Imperator private assets but that doesn't sound like what this is.
